Innovative programs need to document and share the results. Innovative programs need innovative assessments. The oral proficiency assessment used in my classes better captures what a student can do with oral language than any other assessment that I know of. None of these assessments of language ability were for a grade in class, were announced, nor had rehearsed content. All were spontaneous and open response. Some were interactive, delayed, and of multiple tasks.
